We are looking for committed and professionally experienced colleagues to carry out the associated diverse tasks in the area of urban development project management and land use planning.

We are looking from now on An engineer (m/f/d) as X-Planning Project Manager. As part of a cross-departmental and interdepartmental joint project, the X-Planning Team at the Urban Planning Office has been working on the development and implementation of the X-Planning standard for land use planning since 2020.

xPlanning is the legally binding data standard and data exchange format for IT processes relating to spatial planning, state and regional planning, land use planning and landscape planning. xPlanning supports the loss-free transfer of planning data between different IT systems as well as the internet-based provision of planned works.

YOUR FUTURE TASKS

She:

  • are responsible for quality management standard X planning with regard to the review of internal and external data
  • coordinate and document the review of GML data in individual teams
  • further develop the X-planning standard based on application practice and requirements in land use planning at the city of Cologne
  • are responsible for cooperation with other municipalities in the area of X planning
  • Are Deputy Head of Department 614-2 Planning Technical Service — XPlanungIn the City Planning Office
  • are responsible for occupational safety issues in the area of responsibility

Your active support as a special function in carrying out elections and the motivation of your employees to take on such a function is requested. This applies to a maximum of 3 days per election, which are rewarded with special leave and an expense allowance.

YOUR PROFILE

You have successfully completed a degree (at least a technical college diploma or bachelor's degree) in geoinformatics, geodata management, geoinformation, surveying or geography with a focus on geographic information systems (GIS).

Alternatively, surveyors and geomatists with equivalent skills and experience will also be approved if they

  • have at least five years of relevant professional experience in a technical area, and
  • worked in several (in principle at least three) different areas of responsibility and
  • have received regular professional training or qualifications.

  • have knowledge of land use planning, in particular planning signs ordinance as well as georeferencing, objectizing and transformation of construction plans
  • have digital expertise, in particular in the areas of ArcGIS, CAD (BricsCAD, StadtCAD), XML validation and XPlanning, as well as in-depth knowledge of RFC compliant XML
  • have knowledge of building planning and building regulations law
  • Have good written and oral language skills and expressive skills as well as graphic presentation skills
  • They each bring above-average initiative, work quality and willingness to learn and perform
  • remain individually resilient and goal-oriented and solution-oriented even in phases of increased pressure
  • are team-oriented and able to communicate and also have self-sufficient organizational skills
  • have gender competence and diversity conviction
  • are committed to reconciliation of work and life and effective promotion of women — promote individuality and diversity and implement the inclusion agreement

Recruitment is for an indefinite period. The position is rated according to grade 11 of the Collective Agreement for the Public Service (TVöD).
The salary range in grade 11 (TVöd-vka) is between 4,032.38€ (experience level 1) and 5,975.19€ (experience level 6). A current pay table can be found, for example, at
